CLPHS UPDATES

Accreditation Funding Opportunity  NEW!

With support from the Public Health Infrastructure Grant (PHIG), DHSS is offering funding support to mitigate the staffing and cost barriers of pursuing public health accreditation. Funds may be used to pursue initial accreditation or reaccreditation under either the Public Health Accreditation Board (PHAB) or the Missouri Institute for Community Health's (MICH) frameworks or a combination of both.

Apply by September 22, 2026.

Funds will be distributed via contract with the following deliverables:

• The Contractor must utilize funds to assist with pursuing accreditation and reaccreditation. Allowable items included in the scope of this contract include but are not limited to costs incurred in the pursuit of:

  • Community Health Assessments

  • Community Health Improvement Plans

  • Quality Improvement Plans

  • Performance Management Systems

  • Feedback and Communication Plans

  • Health Equity Intervention Plans

  • Software purchases supporting accreditation requirements

  • Contracting for strategic planning, community health assessments, quality improvement plan drafting, contracting for data analytics and visualization, and public health data collection, and other accreditation activities

  • The hiring of staff members, or reimbursement of staff time dedicated to accreditation activities

  • Fees associated with applying for accreditation under PHAB or MICH

  • Staff training required to meet a measurement defined in PHAB or MICH measures

  • Any other activities related to steps to pursue or continue the path of accreditation and/or reaccreditation

Applications will be reviewed by the DHSS Office of Performance Management and the Center for Local Public Health Services for allowability under PHIG guidelines and accreditation requirements.

Incentive Funding

CLPHS has revised the process in response to LPHA feedback to be more equitable and responsive, accounting for local context and agency size and capacity, as well as shared public health priorities. $3.5 million was allocated for incentives. There will be $3,395,000 to distribute to LPHAs after Governor reserve is removed. Broken into two levels of funding:

1. Base amount for each LPHA will be $15,000 for each. There will be no required task to complete or report to submit to receive these funds.

2. Second level disbursed on completion of two activity options (opt in or out)

• Participation in reporting current level of local health shared resources and services being performed at your local health department. DHSS will work with a contractor to map shared resources across the state. You don’t need to generate a report, but you must answer questions fully to the contractor to receive $12,500 or you may opt out. There is no partial funding available.
• Competitive awards of $0 – 75,000 for new service and resource sharing proposals. LPHAs selected will agree to share any tools or documents created and prepare a report to present on lessons learned. Funding will be provided up front, not as a cost reimbursement. Proposals must outline the three items listed below. Another call will be hosted by CLPHS to provide additional details.

  • The budget must tie to implementing the project and making it sustainable

  • Must be a provision of a foundational public health services core area or capability

  • Must be an agreement with at least one other agency

In April 2027, CLPHS will review what has been done with incentive funding. Any funds remaining from LPHAs who did not participate in the shared resource mapping piece of the work will be redistributed to the group that did participate. So there may be a chance for those who do participate to receive more than the initial $12,500 if not every LPHA participates.

Internet and Email Services

DHSS will be discontinuing financial support for LPHA internet services, which has been included in CORE funding. Not every LPHA has been receiving this funding. You can check to see if you receive WAN funds that have been paying for your internet by following this link and looking in column E on the spreadsheet. The last month that DHSS will pay for internet will be your last CORE payment. You will notice a reduction in your CORE funding in FY28 if your LPHA has been receiving financial support for internet services. Hopefully the incentive base funding will help offset some of these expenses through the transition.

DHSS will also be discontinuing email services for LPHAs who have an @lpha.mo.gov email address. This will start in FY28, July 1, 2027, so @lpha.mo.gov email addresses will no longer function as of July 1, 2027.

PHIG Funding 

BP4 ends November 2027. BP5 starts December 1.

Core Funding FY27

Funding distributed through the Participation Agreement for State Investment in Public Health Services (Core) for FY27 will remain consistent with funding distributed in FY26. Total distribution through the Core agreement for FY27 will be $13,586,508, with $5,686,508 being General Revenue funding and $7,900,000 being CHIP H.S.I. funding.
